In 1977 Miami, Florida, Dade County Commissioner Ruth Shack sponsored a pioneering ordinance banning discrimination against homosexuals. This battle transformed American gay rights activism and galvanized religious conservative efforts against the queer community. This is the story of the people behind the headlines.
